European ministers seek UN resolution on Syria (AP)

LONDON ? British and French foreign ministers are heading to New York on Monday to bolster Arab League efforts to press for a United Nations resolution aimed at halting Syria's violent crackdown on anti-regime protests.

Britain's Foreign Secretary William Hague and French Foreign Minister Alain Juppe both confirmed they would attend U.N. talks scheduled for Tuesday.

Officials hope that Qatari Prime Minister Hamad bin Jassim and Arab League officials, who will also attend, can help persuade Russia and China to back away from their opposition to a U.N. Security Council resolution.

Russia has insisted that it won't support any resolution which could enable foreign military intervention in Syria.

On Monday, it said Syria's government has agreed to come to Moscow for talks with the country's opposition representatives in. It was not immediately clear if Syria's opposition representatives would agree to such talks, but in the past they have said that an end to violence was their precondition for a meeting.

The French Foreign Ministry said Juppe would travel to New York "to convince the Security Council to assume its responsibilities in the face of the worsening of crimes against humanity by the Syrian regime."

In London, British Prime Minister David Cameron's office urged Moscow to reconsider its stance. "Russia can no longer explain blocking the U.N. and providing cover for the regime's brutal repression," a spokeswoman for Cameron said, on customary condition of anonymity in line with policy.

The U.N. estimates about 5,400 people have been killed in 10 months of violence.

Talks on Tuesday are scheduled to focus on a draft resolution based on an Arab League peace plan. That plan calls for a two-month transition to a unity government in Syria.

A British official, who requested anonymity to discuss negotiations on a resolution, said the U.N. would seek to approve a resolution calling for progress on halting the crisis.

The Security Council will threaten possible sanctions in no progress is made within two weeks, the official said.

However, the text would stress there are no plans for any military intervention in Syria ? though the option would not be explicitly, or permanently, ruled out, the official said.

Arab League Secretary-General Nabil Elaraby said Sunday in Egypt that contacts were under way with China and Russia in the hope of overcoming their opposition to a resolution.

On Saturday, the Arab League halted the work of its observer mission in Syria because of the escalating violence there.

Egyptians move to reclaim streets through graffiti

Graffiti has turned into perhaps the most fertile artistic expression of Egypt's uprising, The Associated Press reports, as street artists duel it out to shift public opinion for or against the ruling military council:

During the regime of Hosni Mubarak, Egypt had almost no graffiti on the walls of its cities. But when the uprising against Mubarak's rule erupted a year ago, there was an explosion of the art.

Taking control of the streets was critical for the thousands of Egyptians who eventually overthrew the country's authoritarian leader. The battle continues to be fought by graffiti artists who support the country's military rulers and those who want them to relinquish power. Read the full story.

Megaupload founder joked about his 'hacker' past

(AP) ? Two years ago, Megaupload founder Kim Dotcom joked in emails with his new neighbors in New Zealand about his bad-boy reputation before telling them his criminal past was behind him and he was coming to the country with good intentions.

"I am a former hacker" who was once convicted of insider trading, he wrote, before going on to say "In all seriousness: My wife, two kids and myself love New Zealand and 'We come in peace.'"

Dotcom's emails came to light Wednesday, the same day a New Zealand judge denied him bail following his arrest on U.S. accusations of copyright infringement and a U.S. official confirmed the arrest of a fifth member of his company.

Judge David McNaughton in Auckland denied Dotcom bail pending a hearing Feb. 22 on his possible extradition to face trial in the United States, saying Dotcom poses a flight risk. Dotcom, 38, insists he is innocent and poses no flight risk.

New Zealand police arrested three other Megaupload employees last week on U.S. accusations they facilitated millions of illegal downloads of films, music and other content, costing copyright holders at least $500 million in lost revenue. McNaughton is expected to make bail rulings on the three later this week or early next week.

In Washington, a U.S. Justice Department official said Dutch police have arrested a fifth suspect ? software programmer Andrus Nomm, 32, a citizen of Estonia and a resident of both Turkey and Estonia. The official spoke on condition of anonymity because the case is still pending.

In New Zealand, Dotcom's neighbor Kevin Crossley said Dotcom cut an imposing figure when he took a lease on the $24 million luxury mansion in their sleepy neighborhood of Coatesville, near Auckland. Crossley said he never met Dotcom, but he would see him zooming past in luxury cars when he went horse riding.

Dotcom sent emails to Crossley's wife France Komoroski and other neighbors, joking that "a criminal neighbor like me" could help them with insider stock tips and tax fraud. But then he turned serious.

"Fifteen years ago I was a hacker and 10 years ago I was convicted for insider trading," he wrote. "Hardly the kind of crimes you need to start a witch hunt for. Since then I have been a good boy, my criminal records have been cleared, and I created a successful Internet company that employs 100+ people."

Dotcom first developed a reputation as a computer hacker in his native Germany, where he was born Kim Schmitz.

Later, in 2002, he received a 20-month suspended sentence after being found guilty of manipulating stock prices to earn himself $1.1 million.

The flamboyant Dotcom also made headlines after the terrorist attacks of 9/11 when he offered a $10 million reward on his website for information leading to the capture of al-Qaida leader Osama bin Laden.

In New Zealand, Prime Minister John Key faced awkward questions Wednesday about how immigration officials could have granted Dotcom residency despite his prior convictions ? and then the government could later turn down his application to buy the Coatesville mansion due to questions over his character prompted by those same convictions.

Key said Dotcom had disclosed his convictions in his immigration application but that enough time had elapsed to give him a clean slate. Key acknowleged it seemed inconsistent that the test for buying land would be higher than the test for residency.

"What I've asked my officials to do, is to go away and have a look, because there's clearly a potential anomoly there," Key told reporters Wednesday.

In all, U.S. authorities have charged seven men in the conspiracy case and are still seeking the arrest of the remaining two men.

Authorities in the U.S. are seeking to extradite the four men arrested in New Zealand and are also expected to seek Nomm's extradition.

Arab efforts to stem Syrian bloodshed in turmoil

(AP) ? With Arab pressure mounting to end 10 months of bloodshed, the Syrian regime vowed Tuesday to solve its own problems even if "half the universe" is conspiring against it.

The remarks signaled that Arab League efforts to stem the violence are collapsing ? something that could pave the way for the U.N. Security Council to step in, even though Russia is firmly opposed to punitive measures against its longtime ally.

Syrian Foreign Minister Walid al-Moallem brushed off the threat of referring the issue to the Security Council ? a move that could lead to tougher sanctions ? rather than trying to resolve it regionally. The prospect of U.N. involvement has raised fears in Syria that an international intervention could be next.

"If they go to (U.N. headquarters in) New York or the moon, as long as we don't pay their tickets, this is their business," al-Moallem said at a news conference in Damascus.

He was reacting to an appeal by the Gulf Cooperation Council for the U.N. Security Council to take all "necessary measures" to force Syria to implement an Arab League's ambitious peace plan announced Sunday to create a national unity government in two months. Damascus has rejected the plan as a violation of national sovereignty.

"The decision was made after careful and thorough monitoring of events in Syria and the conviction by the GCC that the bloodshed and the killing of innocent people there is continuing," the statement by the six-nation GCC said.

It also announced its six member nations ? Saudi Arabia, Kuwait, Qatar, Bahrain, Oman and the United Arab Emirates ? were withdrawing the 52 monitors they had contributed to an Arab League observer mission that has been heavily criticized for failing to stop the crackdown since it entered the country in late December. That would leave only about 110 observers on the ground, League officials said, a major blow to an effort that many see as the only hope for a regional solution to the crisis.

Several members of the 15-member council agreed Tuesday that it was time for the full group to take action.

"This council should fully support the Arab League's efforts to broker an end to the bloodshed and a peaceful transition to democracy in Syria," U.S. Ambassador Susan Rice said during the council's monthly debate on the Middle East.

British Ambassador to the U.N. Mark Lyall Grant expressed concern about weapons proliferation via sales to the Syrian government or illegal smuggling to the regime or opposition.

But the potential for U.N. involvement is a highly charged issue. Any resolution would have to get past veto-wielding Security Council members Russia and China, which already rejected one Western-backed draft that threatened an arms embargo. The two countries argued that NATO misused a previous U.N. mandate authorizing use of force in Libya.

The U.N. estimates more than 5,400 people have been killed since Syria's uprising began in March, inspired by the wave of revolutions sweeping the Arab world. The conflict has turned more violent in recent months, as army defectors and some protesters take up arms to fight the regime's forces.

Syria has a volatile sectarian divide, making civil unrest one of the most dire scenarios. The Assad regime is dominated by the Alawite minority, an offshoot of Shiite Islam, but the country is overwhelmingly Sunni Muslim.

Violence continued Tuesday, with an overall death toll that ranged from 15 to more than 43, based on reports from the British-based Syrian Observatory for Human Rights, the Local Coordination Committees and other activists on the ground.

Syria's powerful allies in Russia, China and Iran have shielded Damascus in some ways from a slew of condemnation and sanctions by the U.S., the European Union, Turkey and others.

Russia reportedly has signed a contract to sell combat jets to Syria, according to a Monday report in the business daily Kommersant. The $550-million deal is for 36 Yak-130 aircraft, according to an unidentified source close to Russia's Rosoboronexport state arms trader.

Asked about the report, Russian Middle East envoy and Deputy Foreign Minister Mikhail Bogdanov said he was not up to date on the issue but insisted that Russia is not violating any international conventions.

"There are no kinds of international sanctions on this count. When sanctions were taken regarding Libya, we fully observed them," he said, according to state news agency RIA Novosti.

Russia has been a strong ally of Syria since Soviet times, when the country was led by the president's father, Hafez Assad. It has supplied Syria with aircraft, missiles, tanks and other modern weapons.

"No one can doubt the strength of Syria's relationship with Russia," al-Moallem said Tuesday, confident that Moscow will use its veto power at the Security Council to protect Damascus. "International intervention in Syria is a red line for Russia."

U.S. State Department spokeswoman Victoria Nuland said Tuesday the U.S. respected the Gulf countries' decision to pull out of the Arab League monitoring mission, noting it would leave a "big hole in the operation," since the GCC provided the bulk of financial support as well.

Later Tuesday, the state-run news agency SANA said al-Moallem sent a letter to Arab League chief Nabil Elaraby saying Damascus agreed to allow the mission to be extended for one month, until Feb. 23.

Al-Moallem also signaled the crackdown will continue, saying the government must deal firmly with armed groups.

Syria has consistently blamed armed gangs carrying out a foreign conspiracy for the revolt, not protesters seeking change in one of the most authoritarian states in the Middle East.

"It is the duty of the Syrian government to take what it sees as necessary measures to deal with those armed groups that spread chaos," al-Moallem said. "The security solution is a popular demand by the Syrian people who want salvation."

Newcomer Gina Rodriguez wows Sundance as "Filly Brown" (Reuters)

PARK CITY, Utah (Reuters) ? Gina Rodriguez may have arrived at the Sundance Film Festival as a complete unknown, but the 27-year Puerto Rican is leaving it an indie film star.

Rodriguez became the toast of the Sundance Film Festival's opening weekend playing the title character in new movie "Filly Brown," about a young Latina rapper struggling to keep her family together after her mom is jailed on drug charges.

When Filly gets a crack at musical stardom, she must make a choice between staying true to her poetic lyrics or accepting a deal that focuses on her sexuality but guarantees a paycheck.

Under the tutelage of Latin hip-hop record veterans Lisa "Khool-Aid" Rios and Edward "E-Dub" Rios, who served as the film's music producers, Rodriguez was so convincing as a singer that in a question-and-answer session after the film's premiere, audience members asked where they could buy her music.

The Hollywood Reporter said Rodriguez delivered a "magnetic star turn" and a "dynamic breakout performance" in a film where her screen time is split between churning out dramatic acting and rapping numerous hip-hop numbers.

With reactions and reviews like that, there can be little doubt that "Filly Brown" marks a career-making performance for Rodriguez, who last year appeared on TV soap opera "The Bold and the Beautiful" and in a supporting role in the film "Go For It!"

She told Reuters that playing Filly Brown was amazing opportunity to portray a character with whom she could identify.

"It's a powerful Latina lead, and seldom do I get the opportunity to audition for something like that," said Rodriguez. "Filly is tough, or least she uses the toughness to hide her pain sometimes, and I think we all do that."

"Filly had a dream, and she didn't know how to go about doing it and she didn't really have help," Rodriguez said. "I can understand that."

FROM CHICAGO TO SUNDANCE

Born and raised in an inner city neighborhood of Chicago, Rodriguez "came from nothing" as the youngest of three sisters of Puerto Rican immigrants who stressed education with their daughters. Heeding that advice, Rodriguez's older sisters went on to become an investment banker and a lawyer, but Rodriguez wanted to act, much to her father's dismay.

She studied at New York University's Tisch School of the Arts and worked in theater before booking her first guest-starring role on TV crime show "Law & Order." But it was her father seeing her play Mexican artist Frida Kahlo in an American Stage production of "Casa Blue" that served as a turning point for the young actress.

"He turned to me and said he was proud," said Rodriguez, her eyes tearing up. "Having him accept what I did, that was my big break. It's so important to me to make my father and mother proud. And I want to do it with integrity and respect."

With buzz building, she already has secured a talent development deal at the ABC television network and is plotting to work on a movie where she'd play a female boxer.

Additionally, now that she's a legitimate music artist thanks to the songs she recorded in "Filly Brown," Rodriguez is not averse to pursuing a music career.

"I've always had an alter ego; I sing in the shower like everybody else does," she laughed.

She is spending time in a recording studio with Khool-Aid and E-Dub, both of whom helped Rodriguez find her voice and introduced her to Latino hip-hop and artists and others.

But even as movie and music executives come knocking at her with the riches promised by stardom, Rodriguez wants to use any new fame to be a role model for young Latina girls.

"I want to give a voice to these girls in the 'hood where I grew up and let them know that you can be an investment banker, or a doctor, and we can portray that on screen," said Rodriguez.

"Any dream you have takes hard work, doesn't happen overnight and you shouldn't be afraid of that," she said. "If you put your heart and soul into it, and you do it with honesty and integrity and respect, you will succeed. I am a testament to that."

UK high court clears way for Basque extradition (AP)

LONDON ? Britain's High Court has cleared the way for the extradition of a suspected Basque separatist wanted in connection with a plot to assassinate Spain's king.

The court ruled Monday that Eneko Gogeaskoetxea Arronategui, 44, can be sent to Spain. He has several days to appeal the decision.

Gogeaskoetxea Arronategui is suspected of being one of several ETA members allegedly behind a foiled bomb plot at the 1997 opening of the Guggenheim Museum in Bilbao, in northern Spain. King Juan Carlos was believed to have been the target.

The suspect was arrested in July at his home in Cambridge.

ETA is a Basque separatist group that has killed 829 people since 1968 in a campaign of bombings, shootings, kidnappings and extortion.

Horrific murder no surprise in meth hub

When a 23-year-old Fresno woman fatally shot her two toddlers and a cousin, critically wounded her husband then turned the gun on herself last Sunday, investigators immediately suspected methamphetamine abuse in what otherwise was inexplicable carnage. It turned out the mother had videotaped herself smoking meth hours before the shooting.

In family photos, the children are adorable, the mother pretty. They lived in a large apartment complex near a freeway with neatly clipped lawns and mature trees. The father was recently laid off from a packing house job.

"When you get this type of tragedy, it's not a surprise that drugs were involved," said Lt. Mark Salazar, the Fresno Police Department's homicide commander. "Meth has been a factor in other violent crimes."

A Bakersfield mother was sentenced Tuesday for stabbing her newborn while in a meth rage. An Oklahoma woman drowned her baby in a washing machine in November. A New Mexico woman claiming to be God stabbed her son with a screwdriver last month, saying, "God wants him dead."

"Once people who are on meth become psychotic, they are very dangerous," said Dr. Alex Stalcup, who treated Haight Ashbury heroin users in the 1960s, but now researches meth and works with addicts in the San Francisco Bay Area suburbs. "They're completely bonkers; they're nuts. We're talking about very extreme alterations of normal brain function. Once someone becomes triggered to violence, there aren't any limits or boundaries."

The Central Valley of California is a hub of the nation's methamphetamine distribution network, making extremely pure forms of the drug easily available locally. And law enforcement officials say widespread meth abuse is believed to be driving much of the crime in the vast farming region.

Chronic use of the harsh chemical compound known as speed or crank can lead to psychosis, which includes hearing voices and experiencing hallucinations. The stimulant effect of meth is up to 50 times longer than cocaine, experts say, so users stay awake for days on end, impairing cognitive function and contributing to extreme paranoia.

"Your children and your spouse become your worst enemy, and you truly believe they are after you," said Bob Pennal, a recently retired meth investigator from the California Bureau of Narcotic Enforcement.

Methamphetamine originally took root in California's agricultural heartland in the late 1980s and early 1990s as a poor man's cocaine. Its use initially creates feelings of euphoria and invincibility, but experts say repeated abuse can alter brain chemistry and sometimes cause schizophrenia-like behavior.

Meth's availability and its potential for abuse combine to create the biggest drug threat in the Central Valley, according to a new report from the U.S. Department of Justice's Drug Intelligence Center. From 2009 to 2010 methamphetamine busts in the Central Valley more than tripled to 1,094 kilograms, or more than 2,400 pounds, the report says.

Hiding place
Large tracts of farmland with isolated outbuildings are an ideal place to avoid detection, which is why the region is home to nearly all of the nation's "super labs," controlled by Mexican drug trafficking organizations, said John Donnelly, resident agent in charge of the U.S. Drug Enforcement Administration office in Fresno.

"They have the potential to make 150 pounds per (each) cook," he said. "There are more super labs in California than anywhere else. Every week another office calls us ? St. Paul, Dayton, Kansas, Texas ? and says, 'We've got a meth case here' and they say the suspects are from Turlock or Visalia. We're slinging it all over the country from here."

Last month, a drug task force working in four central California counties busted 24 alleged members of the Mexican drug cartel La Familia Michoacana with 14 pounds of powdered meth, 30 gallons of meth solution, 17 guns, $110,000 in cash and a fleet of vehicles with sophisticated hidden compartments for smuggling.

Most law enforcement agencies don't keep statistics on how many homicides, burglaries and thefts are meth-related, but those responding to the National Drug Intelligence Center's 2011 survey said the drug is the top contributor to violent crimes and thefts.

"It drives more crime than other drugs do. Meth is in its own category, because it's so much more addictive than other drugs," said Fresno County Sheriff Margaret Mims.

Across the valley, meth addicts steal any metal they can resell ? agricultural plumbing, copper wiring, lawn sprinklers.

"We lose five to 10 manhole covers a week," said Ceres Police Chief Art de Werk, who said a woman was injured recently when she fell into an unprotected drain in a shopping center. "Meth is the poor man's drug and frankly the Central Valley is an impoverished geographic area."

'Shake and Bake'
Authorities say the science involved in creating the chemical compound continues to evolve, including an easier recipe called "Shake and Bake" that is available on the Internet. Last month, an Oklahoma woman was arrested as she walked around a WalMart store ? for six hours before she was noticed ? mixing ingredients for Shake and Bake.

In one of the recent attacks by meth users, Aubrey Ragina Mailloux received a nine-month sentence in Bakersfield Tuesday for stabbing her 6-week-old infant in the back and cutting her along her abdomen, jaw and neck during a binge. The baby survived.

"It's not illegal because we don't want people to feel better. It's illegal because it makes good people do crazy things," said Mailloux's defense attorney, Mark Anthony Raimondo.

In Oklahoma, authorities charged Lyndsey Fiddler with second-degree manslaughter after an aunt found her infant daughter in a washing machine thudding off balance in the spin cycle. The aunt told authorities that Fiddler had been up for three days using meth.

In Albuquerque, N.M., last month Liehsa Henderson, high on meth, claimed to be God and told police God wanted her son to die after allegedly stabbing him in the neck with a screwdriver. The boy survived.

Last Sunday, Fresno police found Aide Mendez dead on the bathroom floor of her home. Her children ? 17-month-old Aliyah Echevarria and Isaiah Echevarria, 3 ? were in the bathtub. Mendez's cousin was dead in the kitchen. She had shot each in the head. The children's father remains hospitalized with stabbing and gunshot wounds.

Police recovered 10 grams of meth, $8,000 and scales ? and the iPad the young mother used to videotape herself smoking meth.

"If she had been on it for any length of time, well it deteriorates your brain and central nervous system," said Sue Webber-Brown, a former DA investigator in Butte County who now advocates nationally for children in drug cases. "If you are already depressed or feel like a loser mom and you don't have a support system and there is no hope, the meth just fuels that."

Rep. Giffords to resign from Congress this week

(AP) ? Rep. Gabrielle Giffords of Arizona announced Sunday she intends to resign from Congress this week to concentrate on recovering from wounds suffered in an assassination attempt a little more than a year ago that shook the country.

"I don't remember much from that horrible day, but I will never forget the trust you placed in me to be your voice," the Democratic lawmaker said on a video posted without prior notice on her Facebook page.

"I'm getting better. Every day my spirit is high," she said. "I have more work to do on my recovery. So to do what's best for Arizona, I will step down this week."

Giffords was shot in the head and grievously wounded last January as she was meeting with constituents outside a supermarket in Tucson, Ariz. Her progress had seemed remarkable, to the point that she was able to walk dramatically into the House chamber last August to cast a vote.

Her shooting prompted an agonizing national debate about super-charged rhetoric in political campaigns, although the man charged in the shooting later turned out to be mentally ill.

In Washington, members of Congress were told to pay more attention to their physical security. Legislation was introduced to ban high-capacity ammunition clips, although it never advanced.

Under state law, Arizona Gov. Jan Brewer must call a special election to fill out the remainder of Giffords' term, which ends at the end of 2012.

President Barack Obama on Sunday called Giffords "the very best of what public service should be."

"Gabby's cheerful presence will be missed in Washington," Obama said. "But she will remain an inspiration to all whose lives she touched ? myself included. And I'm confident that we haven't seen the last of this extraordinary American."

Vice President Joe Biden said he had spoken with Giffords' husband, astronaut Mark Kelly, and told him "the most important thing is Gabby's recovery."

"I know that Gabby will continue to make significant contributions to her state and country, and I stand with her in whatever endeavor she decides to pursue," Biden said.

House Speaker John Boehner, R-Ohio, said he saluted Giffords "for her service and for the courage and perseverance she has shown in the face of tragedy. She will be missed."

In a statement, House Democratic leader Nancy Pelosi of California said that "since the tragic events one year ago, Gabby has been an inspiring symbol of determination and courage to millions of Americans."

Democratic officials had held out hope for months that the congresswoman might recover sufficiently to run for re-election or even become a candidate to replace retiring Republican Sen. Jon Kyl.

The shooting on Jan. 8, 2011, left six people dead, a federal judge and a Giffords aide among them. Twelve others were wounded.

A 23-year-old man, Jared Lee Loughner, has pleaded not guilty to 49 charges in the shooting. He has been diagnosed with bipolar disorder, and is being forcibly medicated at a Missouri prison facility in an effort by authorities to make him mentally ready for trial.

In the months since she was shot, Giffords, 41, has been treated in Houston as well as Arizona as she re-learned how to walk and speak.

She made a dramatic appearance on the House floor Aug. 2, when she unexpectedly walked in to vote for an increase in the debt limit. Lawmakers from both parties cheered her presence, and she was enveloped in hugs.

More recently, she participated in an observance of the anniversary of the shooting in Arizona.

In "Gabby: A Story of Courage and Hope," a book released last year that she wrote with her husband, she spoke of how much she wanted to get better, regain what she lost and return to Congress.

She delivers the last chapter in her own voice, saying in a single page of short sentences and phrases that everything she does reminds her of that horrible day and that she was grateful to survive.

"I will get stronger. I will return," she wrote.

Giffords was shot in the left side of the brain, the part that controls speech and communication.

Kelly commanded the space shuttle Endeavour on its last mission in May. She watched the launch from Cape Canaveral, Fla.

Kelly, who became a NASA astronaut in 1996 and made four trips into space aboard the space shuttle, retired in October.

Snow, sleet target Midwest and Northeast

Updated at 5:30 p.m. ET: Airlines at O'Hare and Midway airports are now reporting significant delays. At O'Hare airlines are reporting delays averaging 45 minutes for all flights in and out of the airport. The number of canceled flights now totals more than 600.

Meanwhile, in Chicago, the Transit Authority has rerouted buses off of Lake Shore Drive, affecting a total?of 15 routes. Buses are being rerouted to nearby streets and will continue to make all local stops, according to the Chicago Transit Authority.

Updated at 3:30 p.m. ET: Snow was falling heavily by midafternoon in Chicago as a winter storm spread east, NBCChicago.com reported.

Though no significant delays were reported, airlines at O'Hare Airport canceled more than 300 flights, NBCChicago.com said. At Midway Airport, Southwest Airlines canceled all 70 of its flights scheduled between 2 p.m. and 5 p.m. Friday.?

The Chicago Department of Aviation urged passengers to check airline websites for status updates.

The Milwaukee area?was seeing light snow at midday, the Milwaukee Journal Sentinel reported.

Toppled trees
This winter weather system comes two days after a major?storm covered the Pacific Northwest in snow. An ice storm in the Seattle area shut down the airport and toppled trees --?cutting power to some 200,000 homes and businesses, cutting off roads and taking the life of a man on his ATV.

Temperatures are now slowly rising in the Pacific Northwest, the National Weather Service reports, but more wet weather is anticipated on Friday. A warm front over the Oregon and Washington coast will allow for rain showers to persist.

Up to 2 inches of rain may be expected across these areas.

Many high-risk Americans don't get hepatitis B vaccine

Although there is an effective vaccine for hepatitis B and public health officials have a strong sense of who is at highest risk for the infectious liver disease, tens of thousands of people in the United States contract the virus every year. According to a new study by researchers at Brown University, missed opportunities to administer the vaccine continue to be a reason why infections persist.

"This is a really simple thing that we could do and if somebody ends up getting the disease because we didn't make the effort then I think that's really a shame," said Brian Montague, assistant professor of medicine in the Warren Alpert Medical School of Brown University and a physician at The Miriam Hospital.

Yet in an analysis published Jan. 12, 2012, in advance online in the journal Infection, senior author Montague and lead author Farah Ladak found that in a nationally representative sample of high-risk adults, 51.4 percent said they were unvaccinated. More than half of them had the potential to receive the vaccine based on their reported contact with health care providers.

The study is based on responses by more than 15,000 adults to the 2007 Behavioral Risk Factor Surveillance Survey, which gathers health information from more than 430,000 people across the United States. The respondents in the study's analysis acknowledged engaging in risk behaviors such as certain sexual practices or needle drug use and could definitively report their hepatitis B status. Previous research has found that more than 95 percent new infections in adults occur among people with such behavioral risk factors.

Montague, Ladak, and their co-authors sought to figure out who among this highly vulnerable population was going unvaccinated and whether and where they could have received the three required shots.

They found that vaccinations were relatively infrequent among adults older than 33 (vaccinations have increased markedly in children since the 1990s), among people with less access to health insurance, and among people who have also not been vaccinated against other diseases such as the flu.

But even among people with access to health care, including people who reported specific contact with health care providers, thousands of people went unvaccinated, Ladak said. The study identifies places where improved vaccine delivery would make a substantial difference ? for instance when people are tested for HIV, such as at the doctor's office, in a hospital or clinic, and especially in jail.

For those infected as adults, hepatitis B does not always result in persistent infection and chronic liver disease, but it is especially likely to do so among people infected with HIV. Such co-infections are common because many of the risk factors for contracting either virus are the same.

"In persons visiting [HIV-testing] locations there was a high prevalence of people who had not received the vaccine," said Ladak, a Brown public health graduate. "One of the areas that really stuck out was jails and prisons. Given that many states have mandates to vaccinate incarcerated individuals, you wonder why in so many of these prisons people have not received vaccinations."

Ladak noted that the new study's figures from 2007 closely mirror similar research published in 2000, suggesting that despite widespread awareness among public health officials that vaccinations have been lacking among adults, there has not been clear progress.

Calls to do better

The study lends additional support to the urging of the Institute of Medicine, which in a 2010 report emphasized the importance of seizing opportunities to vaccinate people for hepatitis B and C. The report suggested that officials have not devoted enough resources to vaccination programs, perhaps because the infections sometimes don't present any symptoms, as a reason for the continued prevalence of the diseases.

Montague said some programs are also structured to ensure missed opportunities. For example, funding for HIV care programs allows testing and vaccination of those who are HIV positive. Funding is often not available, though, for combined screening for hepatitis B together with HIV.

"Given that the risks for HIV, hepatitis B and hepatitis C overlap, what we need is integrated testing and prevention programs and strategies that link those cases identified with effective treatment in the community," Montague said.

Sony schedules PSN maintenance today, wants you to know this time it's on purpose

Sony knows you're likely scarred for life after its many security snafus, so it's doing all it can to keep you in the loop in regards to its PSN. The network will be experiencing a temporary outage today to make room for "routine scheduled maintenance" starting at 11AM ET and ending at approximately midnight. As usual in these scenarios, you won't have access to any PlayStation services on your PS3 or PSP, including PlayStation Home and Sony's Music and Video Unlimited offerings. That said, if you were shootin' and slashin' fools before the downtime, you should have no hassle continuing with your current session -- though access to any of the aforementioned services is still out of the question. 'If I Die': The Facebook app that posts your last words (The Week)

New York ? Send messages from beyond the grave through everyone's favorite social network?

Leaving posthumous messages for loved ones is nothing new. But now the departed have a new way to communicate from beyond the grave: Facebook. A new app called "If I Die" lets users record messages to be posted on the social network in the event of their death. Here's what you should know about this morbid new app:

How does it work??
If I Die allows you to record a final message to be posted to your wall and send messages to friends that won't go out until you're gone. Once the app is installed, a user designates three "trustees" responsible for verifying his demise with Facebook. "One that's done, the messages will go out in whatever manner has been pre-determined," says Christina Ng at ABC News. The posthumous notes can come in video or text form, and can be scheduled to be posted in intervals ? say, every year on your child's birthday ? or released all at once.?

Who came up with this idea??
The app's co-founder and CEO, Eran Alfonta, got started after two of his married friends "traveled to Italy without their children and narrowly escaped a fatal car crash with a truck," says Zachary Sniderman at Mashable. After the close encounter, the couple asked Alfonta to create a service "where they could record something secret to their kids that would only be sent if they died."?

And people are really using this?
Apparently so. The app already has over 4,000 likes on Facebook, and Alfonta expects the service to hit 100,000 users in the next couple of months. "Last words," says the British narrator demonstrating the service in the video below. "We all hope we'll get a chance to say some, but not knowing when or where we're going to die makes it a bit tricky."?

Telephone service can be very expensive or very cheap depending on how you configure your system for making and receiving calls. Some people use a mobile phone only, while others piece together a variety of services: a landline for reliability, a smartphone for mobility, Google Voice (4 stars, Editors' Choice) for free calls to other Google Voice users or any number in the U.S., and so on. What Obihai's OBi110 does, unlike many other VoIP devices, is bridge together all those services. What it doesn't do is offer its own complete service. You have to bring your own service to OBi, whereas other VoIP device manufacturers, such as Vonage or YMax magicJack, typically charge a monthly or yearly fee for the service end. For some, this makes the OBi110 very attractive, because Google Voice is free for calls to U.S. numbers.

The OBi110 is also highly customizable. Connect it to your router, and you can configure where and how you make phone calls, using Google Voice, for example, to receive free calls on a traditional phone handset, or calling out from a mobile app on your iPhone or Android phone, routing through OBi or Google Voice so that your mobile service provider doesn't charge you for the call. The catch is, it takes a good amount of time, concentration, and online tutorial videos to set it all up. But the payoff might be worth it.

Admittedly, the OBi110 is not for everyone. It's best suited, in my opinion, to tinkerers, DIY enthusiasts, self-learners, and really anyone who likes having granular control of technology. OBi110 gives you a lot of control over how calls route across several services and devices, but you do have to work for it.

If instead you're in the market for a VoIP service that works with a traditional handset phone and is much more plug-and-play ready, we recommend NetTALK DUO ($50 street, 4 stars), our Editors' Choice for consumer VoIP, which is inexpensive, reliable, and very easy to set up. Another good but expensive option is the Ooma Telo ($250 direct, 3 stars), which is more complex than NetTALK but offers some of the same call routing/bridging benefits of the OBi110, including support for Google Voice. Integration with Google Voice is a huge selling point for both Ooma and Obihai because Google has made the service totally free for calls within the U.S. through 2012. As sophisticated and stylish as the Ooma Telo is, the high upfront cost is tough to recoup, even with free U.S. calls for the rest of the year. For 50 bucks, the OBi110 is pretty cheap, comparatively.

Set Up and Features
Setting up the OBi110 took me a long time. In working with other VoIP devices that connect to phone handsets, I've learned that a thorough and illustrative instruction guide?one that helps you do your own troubleshooting?is indispensible. The one I received wasn't very thorough, although an Obihai company representative said a new set of instructions is in the works. Video tutorials help as well, and you'll find plenty of them for OBi110 with a Web search.

The white and gray plastic OBi110, measuring 1.2 by 4.2 by 4.5 inches (HWD) has two telephone jacks, an Ethernet port, and one power connection point on the back. The Ethernet port connects to a router. The power obviously goes to an electrical outlet. One of the phone lines lets you connect a telephone handset, while the other?which is optional to use?can connect to a landline telephone wall jack for those who want to keep an existing landline but route it through the OBi device.

During setup, you should connect all the lines in the order specified in the instructions, saving the power for last. Once all the wires are hooked up, indicator lights on the top of the OBi110 will hopefully give you the A-OK to proceed.

Next, you'll need to surf over to OBiTalk.com to create an OBi account, register your device, and get a special dialing code that allows your OBi110 and phone to make contact with OBi's servers. Several of these steps were not clear to me, but like I said, the company is revising its setup instructions.

Another Clueless Interaction with Best Buy (Free Money Finance)

In the midst of Christmas shopping last month, my wife and I wondered into Best Buy. Why I went there after my last experience is beyond me, but I did find myself at the local BB.

In the course of talking to one of the sales associates, she mentioned a "great deal" for us. If we made a purchase that night and applied for the Best Buy credit card, we would get a $20 savings on our purchase.

I wanted to say, "Wow, a whole $20? That's be best deal I've ever seen!!! Can I get 10 of them?"

Can you feel the sarcasm?

The truth is, if I wanted to get a credit card to save a bundle on a purchase, I'd look at my list of the best credit card bonuses and get one of those. The hurdle to even get on that list is $250 in bonuses -- 12.5 times what Best Buy was offering. And most of the cards listed there have at least twice that level of cash/gift cards/other incentives available, offering $500 or more in bonuses.

But I didn't say anything. The young lady who offered it to us was very nice and likely clueless anyway -- she probably thought it was a great deal. But whether she thought it was a great deal for us or for her, I'm not sure. ;-)

Turk court gives man life sentence over Dink murder (Reuters)

ISTANBUL (Reuters) ? An Istanbul court convicted a man on Tuesday for instigating the killing of Turkish-Armenian journalist Hrant Dink five years ago, sentencing him to life imprisonment in a case closely watched by human rights groups.

Editor of the bilingual Turkish-Armenian weekly Agos and Turkey's best known Armenian voice abroad, Dink was shot in broad daylight as he left his Istanbul office in January 2007.

The judge sentenced Yasin Hayal to life imprisonment and acquitted 19 defendants of a charge of being part of a terrorist group. A juvenile court sentenced Dink's assassin, Ogun Samast, to 22 years and 10 months in jail last July. He was 17 when the killing took place.

The Dink case has been closely followed by the European Union as it underlined concerns over EU-candidate Turkey's human rights record and democratic credentials.

After the verdict, 200 people joined members of Dink's family in a march from the court to the place where he was shot dead in central Istanbul, angered that the court did not further examine the alleged role of state officials in the killing.

In a statement ahead of the verdict, Amnesty International said authorities had still not investigated the full circumstances behind Dink's murder.

"The Turkish authorities have failed to address state officials' alleged involvement in the killing," said Andrew Gardner, Amnesty International's expert on Turkey.

"The security services knew of the murder plot and were in communication with those accused of the murder yet nothing was done to stop it taking place," he said.

Calls by Dink's family to investigate the collusion and negligence of state officials in the murder, have not been heeded, he added.

In 2010, the European Court of Human Rights ordered Turkish authorities to pay 100,000 euros to Dink's family in compensation, saying authorities had failed to adequately protect Dink even though they knew ultra-nationalists were plotting to kill him.

Seven security officials have been convicted for their failure to relay information of the plot that could have prevented the murder.

Dink had angered nationalists with articles on Armenian identity and references to a Turkish "genocide" of Christian Armenians in 1915. He was repeatedly prosecuted for insulting "Turkishness."

Huntsman Bows Out, Leaving Extremists, Panderers Behind (ContributorNetwork)

COMMENTARY | Jon Huntsman called it quits, according to The Associated Press, and the last hope for a highly qualified, solution oriented, public servant to represent the Republican Party in November is gone. We have no one to blame but ourselves.

The latest Gallup polls show only 13 percent of Americans polled approve of "the way Congress is handling its job." The president's approval rating hovers in the mid-40s. Again and again, we say we have no confidence in the people holding office in Washington -- in their honesty or their ability to do their jobs. Yet how quickly we forget -- we're the ones who hired them, and we have the ability to fire them.

We're frustrated by the inability of our elected officials to work together, to put forth legislation that can win a majority vote, but we back extreme figures like Rick Santorum and Rick Perry and let the one man who has shown he can work cooperatively with conservatives and liberals for the sake of the public good go home.

If we elect people who promise not to compromise, no matter what, we're ensuring a stalemate in Washington. If we turn a blind eye to the fact we share this country with others whose beliefs differ from our own, and that they have the same right to vote that we do, we can become a cog in the machine, but we'll never get it moving in the direction we want it to go.

If we elect a president based on the frequency and vehemence of his TV ads, the tie he wears (as dictated by a pricy PR specialist) or his smooth rhetoric, we shouldn't be surprised if he turns out to be shallow, unqualified and self serving.

Ultimately, folks, we get what we choose, and we need to take a little time to look deeper at the candidates before we cast that precious vote. If we vote based on the amount of advertising dollars a candidate spends, we are choosing to let our votes be bought by people who probably don't have our best interests at heart. If we want cooperation in Washington, we can't vote for close minded extremists, or sit at home while their followers get them elected.

If this country is "of the people, but the people and for the people," we only have to look in the mirror to figure out how it got into this mess. But we can choose to change it.
